Summary:

Please consider supporting a amendment of the current Battle Ground Municipal Code 17.135.150 that states "Storage of house trailers, horse trailers and other recreational vehicles and trailers in residential districts outside of an enclosed structure shall be kept behind the front building line of the principal dwelling unit and shall observe the other setback requirements that apply to accessory buildings and structures. " Consider amending this to allow small RV, trailers and other recreational vehicles to be parked and stored at your primary residence as long as the following conditions are met: it fits in your driveway and does not block sidewalks or street entrances, it is tagged, registered and licensed and is operable, and covered with a boat, rv or trailer cover." In addition please consider amending a complaint driven enforcement to a city enforcement of all infractions.

I have had the great pleasure of speaking with Code Compliance Officer Brent Gullickson, Mayer Johnson, Councilmembers McCoy & DesRochers after one of my neighbors anonymously issued a complaint to the city in regards to some unusual activity at my residence. The complaint had only one actual Code Violation and I questioned the validity of that based on the fact that every 3-4 houses in Battle Ground have some type of recreational vehicle in their drive ways. Some are covered nicely and others are not. Battle Ground has a complaint driven enforcement. In other words if someone has not complained to the city they will not enforce the issue for others. This is a form of discrimination and allows for neighbors to be subjective. Please join me in petitioning Battle Ground City Council in amending this code to allow for storage of recreational vehicles that meet certain conditions on ones own property. Specific conditions include: it fits in your driveway and does not block sidewalks or street entrances, it is tagged, registered and licensed and is operable, and covered with a boat, rv or trailer cover. Other locations within Washington allow for such accommodations. Some examples include: Bellevue Land Use Code Sec. 20.20.720 — Allows for storage of recreational vehicles, boats and/or boat trailers, and other trailers in residential areas when certain conditions, such as screening, are met Burlington Municipal Code Sec. 10.12.170 — Allows for storage of recreational or commercial vehicles in a garage or private driveway. Sec 10.12.180 allows a recreational vehicle to be occupied for residential purposes for a period of no more than seven days. Issaquah Land Use Code Sec. 18.07.210 — Provides standards for outdoor residential use, storage, and activities for motor vehicles and non-motorized vehicles. Allows guests to stay in vehicles on a privately owned residential property for no more than 30 days within a single year. Olympia Unified Development Code Sec. 18.40.060(E and F) — Provides general storage requirements for cars, boats, trailers, and recreational vehicles, with limitations (E), and requirements for pleasure boat storage (F), including that a moored boat shall not be used as a place of residence unless it can be connected to the city sewer system Pullman Municipal Code Ch. 17.105.035 — Provides regulations for recreational vehicle and trailer parking and storage while Sec. 17.105.037 provides regulations for camper and canopy storage Puyallup Municipal Code Sec. 20.20.040(3) — Allows for outdoor storage of oversized vehicles in RS Zones, subject to certain conditions Redmond Zoning Code Sec. 20D.130.10-050 — Defines permitted locations for the parking of recreational, utility, and commercial vehicles within residential areas of the city Sequim Municipal Code Sec. 18.48.100 — Allows for the parking and storing of noncommercial, recreational vehicles, trailers, and boats on residential property only when in conformance with listed conditions Woodland Municipal Code Sec. 17.16.080(B) — Provides standards for storage of recreational and commercial vehicles in low-density, residential areas I plan to be at the December 18th, 2024 at 7pm Battle Ground City Council Meeting to state my case to the council and could use your support.
